These Biobag dog waste bags are fully certified to EU OK Compost and US standards to be 100% biodegradable and 100% home compostable. They contain no polyethylene. Home compostable is important, because if the packaging just says compostable, it likely needs composting in an extremely high heat industrial compost, which very few of us have access to.
You may be aware of debate over 'degradable' plastic bags, which are polyethelene bags with a percentage of plant starch or additives. These bags break down into tiny pieces of plastic debris that do not compost, so scattering micro plastics through the environment.
